Bryan Newcombe

VP, Secretary and General Counsel

Bryan Newcombe is Vice President, Secretary, and General Counsel at Banner Life Insurance Company and William Penn Life Insurance Company of New York (the Banner Life family of companies). Since joining the Banner Life family of companies in 1998, Bryan has brought more than 35 years of experience in the life insurance industry to the organization and is an expert in litigation, capital markets, reinsurance, structured finance, and capital management transactions.

Bryan plays an important role on several key committees – including the Pricing Committees, the Benefits Administrative Committee, and the Risk and Compliance Committee, among others. Before joining the Banner Life family of companies, Bryan practiced law at Cantilo, Maisel & Hubbard in Austin, Texas, where he represented insurance regulators in rehabilitation and liquidation matters and worked on the conversion of a Blue Cross and Blue Shield company.

Bryan holds a B.B.A. in Finance from Texas A&M University and a J.D. from the University of Houston Law Center. He also serves on the boards of several captive reinsurers and as Chairman of the Maryland Life & Health Insurance Guaranty Corporation.
